A fresh wave of Russian air attacks struck Ukraine overnight, killing at least two civilians in and around the Kyiv region and causing widespread damage to medical and energy infrastructure, Ukrainian officials said on Monday. The assault came as European leaders prepared to meet in Paris to discuss security guarantees and diplomatic pathways aimed at ending the nearly four-year conflict.
Ukrainian air defense units reported a coordinated attack involving ballistic missiles and combat drones launched late Sunday into early Monday. While most incoming drones were intercepted, several strikes penetrated defenses, hitting civilian targets and critical facilities.
One of the most severe incidents occurred in northern Kyiv’s Obolonskyi district, where a missile strike ignited a fire inside a private medical center. Emergency services confirmed that a patient inside the facility was killed, and several others were injured. Medical staff were forced to evacuate patients under dangerous conditions as temperatures dropped well below freezing.
Regional officials also confirmed the death of an elderly man in the town of Fastiv, southwest of the capital, after his home was damaged during the attack. Multiple residential buildings and essential infrastructure sites across the Kyiv region sustained damage, leading to temporary power disruptions. Backup energy systems were activated to maintain heating and water supplies.
Strikes Extend Beyond the Capital
Elsewhere in Ukraine, Russian forces launched multiple missile attacks on Kharkiv, the country’s second-largest city. Local authorities said energy facilities were damaged, leaving parts of the city without stable heating. At least one civilian was reported injured.
In southeastern Ukraine, a strike targeted an industrial site owned by a U.S.-based agricultural company, resulting in a large-scale sunflower oil spill. Ukrainian officials accused Moscow of deliberately hitting foreign-owned enterprises, calling it a signal of disregard for international diplomatic efforts.
Russian authorities, meanwhile, reported Ukrainian drone activity inside Russian territory, including an industrial fire in the Lipetsk region and casualties linked to falling debris in the Tver region. These claims could not be independently verified.
Diplomacy Intensifies in Paris
The renewed violence coincided with a high-level diplomatic gathering in Paris, where leaders from roughly 30 nations are convening as part of a so-called “coalition of the willing.” The meeting, hosted by French President Emmanuel Macron, aims to explore long-term security guarantees for Ukraine under a U.S.-supported peace framework.
The United States delegation includes President Donald Trump’s special envoy Steve Witkoff, alongside senior advisers. Representatives from Germany, Turkey, the United Kingdom, NATO, and the European Union are also expected to participate, with discussions focusing on defense coordination and regional stability, particularly in the Black Sea.
Preparatory talks were held in Kyiv over the weekend, bringing together security officials from more than a dozen allied nations.
Political Shifts and Ongoing Claims
In Washington, President Trump stated that U.S. intelligence does not support Russian allegations that Ukraine was responsible for a recent drone attack near the residence of Russian President Vladimir Putin. Ukrainian officials had previously dismissed the claims as misinformation.
Within Ukraine, President Volodymyr Zelenskyy announced leadership changes in the country’s security apparatus, appointing a new interim head of the Security Service while reassigning the outgoing chief to oversee specialized military operations. Zelenskyy also named a former senior Canadian official as an unpaid adviser on economic development, citing her international experience.
Russia’s Defense Ministry claimed its forces had taken control of a village in Ukraine’s northeastern Sumy region, though Ukrainian authorities have not confirmed the report.
As military action continues alongside diplomatic maneuvering, civilians on both sides remain caught between intensified fighting and uncertain prospects for peace.
